He was promoted to Sergeant in 1983 and remained there until April 1985 when joined the Carrollton Police Department. While enjoying his duties there, he was promoted through the ranks of Corporal in June 1986, Patrol Shift Sergeant in May 1988, and Lieutenant in December 2005. He served many years as the departmental Training Director which included the supervision of the GCIC/NCIC operations and audits along with overseeing the operations of the Court Services Division and staff. He is a certified instructor teaching numerous classes over the years to include Supervision, Management, Emergency Vehicle Operations, Defensive Driving and Security and Integrity through the GCIC/NCIC division. His extensive training record and leadership has equipped him to serve as a great leader in the law enforcement field.

Sergeant Rayburn retired from the Carrollton Police Department as Training Director Lieutenant in April 2016 and joined the Carroll County Sheriff’s Department to serve as School Resource Officer. He comes to us with much experience and a continuing passion for law enforcement.
Sergeant Rayburn is married to Bonnie Rayburn and has five children and six grandchildren. He is an active member of his church where he serves as Youth Director. He loves preaching the Word of God and spending time with teenagers and special needs children and adults. We are very proud to have Sergeant Rayburn as part of our department as he is an asset to all those around him and his love and passion for the youth in our community is a blessing!
